Congress passed the Foreign Intelligence Surveillance Act 40 years ago to create a court that meets in secret, designed to provide judicial oversight of the government’s need to monitor and spy on foreign organizations. For a time, little attention was paid to FISA courts, but recently, they’ve become controversial. Our guest, Senior Us District Judge James Carr, is a former FISA Judge.
